ويقوم المجلس بتحديد احتياجات المجلس وتوقعاته من الشركاء الاستراتيجيين لتكون قادرة على إنجاز وتحقيق الأهداف الاستراتيجية الوطنية السكانية والوفاء بأهدافها، وتعتمد هذه الاحتياجات على الدور العام للشركاء الاستراتيجيين، كما يتم تصنيف الشركاء الاستراتيجيين وفقا لمستوى المشاركة مما يوفر وسيلة قيمة لمجموعة الشركاء الاستراتيجيين وتحديد الأولويات عند الحاجة أثناء التنفيذ.ويتضمن نوع الشراكة في المجلس إلى نوعان:
أولاً: اللجان المشتركة : وتتكون من لجان تابعة لمجلس الوزراء ، لجان تابعة للمجلس الاتحادي للتركيبة السكانية، لجان تابعة للجهات الحكومية.
ثانياً: الاتفاقيات: وتتكون من اتفاقية شراكة، مذكرة التفاهم، اتفاقية مستوى الخدمة
