This message is the standard Payment unsuccessful message for Full HPS transactions.
To determine the actual reason for the decline, your system should perform a query transaction on the setup_full. This will then return the reason for the payment attempt failure.
In TEST, this response can arise for a variety of reasons, including:
additional configuration is required on your TEST account, for example:
59: the currency or card type used is not configured on your account
157: 3DS merchant not configured
or that there is an issue with your XML Request, for e.g.:
155: 3DS field missing
using a magic card that is configured to not return a successful response
