سيقوم المجلس بالعمل على دراستين في الفترة (2014-2016) في مجال تمكين المواطنين هما: -

b. دراسة مقترح نموذج لدعم التوطين مرتبط بالمهارة والملكية الوطنية للأعمال
ملاحظة: لا توجد مؤشرات استراتيجية يكون المجلس جهة مسؤولة حيالها لموضوع تمكين المواطنين وذلك نظرا للترابط الموجود بين أهداف المجلس الأربعة،
فمتى ما تم العمل على إدارة الخصائص السكانية في الدولة سيكون هناك تمكين للمواطنين بطريقة غير مباشرة.
على سبيل المثال الأعمال المندرجة تحت هدف "إدارة الخصائص السكانية" تركز على استقطاب عمالة من جنسيات معينة قريبة من ثقافة الدولة وتركز كذلك على جلب العمالة الماهرة، فمتى ما تحقق هذا الهدف سيكون تلقائيا هناك تمكين للمواطن.
