مراحل التخطيط :

(1) تحديد الواقع (واقع المنظمة) .

(2) تحديد ودراسة التعديلات اللازمة والغير موجوده ( تحديد الفجوه ) .

(3) التطوير والنظر الى المستقبل ( أين نحن والى أين نريد ان نصل ) .

(4) ترتيب الاولويات .

(5) كتابة الخطة و ( الخطة البديلة )

(6) تنفيذ الخطة .

(7) التغذية العكسية ( معالجة النحرافات ) .
