1. The importance of the study
the importance of this study appear in the following Mjuah points:

- Scarcity of studies in This subject, which necessitates the need for further studies.
- the need for global approach to organizing and activating the role of human resources management to improve human performance because of its paramount importance in the productivity equation and competition in the era of globalization.
- and also strong competition between organizations to attract new customers and customer retention and satisfaction of desires and needs which is difficult to achieve without the presence of administrative excellence.
2. The study
method, the researcher conducting field studies on a sample of 411 individuals bear all the sample field study characteristics, in order to confirm the validity of the tools (BI role of human resources management - administrative excellence survey ), partly theoretical and the other side field, and they are as follows:
1. theoretical study:
the researcher by reference to what has been written on the subject of books or Arab and foreign references, also reviewed previous studies on the subject of research, and found that the excellence management is the "ability to reconcile and coordinate the organization elements and run in the integration and interdependence, to achieve the highest interactive rates and access it to the output level that achieves the wishes and benefits and expectations of business owners associated with the organization, "and is known as" the result of applying a set of standards that will enable the organization to reach a competitive outcome of an unprecedented increase market share and contribute to increased profitability, "as well as" planned organizational efforts aimed at achieving continuous excellence and responsiveness in support of excellence for the forces of improvements "and known Zayed as" those planned organizational efforts aimed at achieving permanent organization competitive advantages, "it has been defined as well as are "those inherent in the Organization's management practice and achieve results, which is based on a set of core standards."
Through the above definitions of management excellence can be said that excellence management is the application of the organization for a range of possibilities that support the achievement of the desired results according to their objectives and to ensure its excellence in the work environment.
2. Field studies:
the researcher studying the exploratory field of principle, so as to find out the problems that affect the administrative excellence process, as well as the composition of an initial idea of the phenomena study a problem and that by holding personal interviews with some of the workers in some oil companies (company Suez Oil Processing - General Petroleum Company - Egypt Petroleum Company) in various administrative and organizational levels, and the work of an open dialogue to identify the factors affecting the administrative process excellence in these companies.
