Date a registration comes into existence
Article 19(2) of the Convention implicitly dictates an important structural feature of the Registrysystem: a registration cannot come into existence (or, to use the words of the Convention, cannot be “complete”) until it is searchable. Even though the requisite registration data have been transmitted to and received by the Registrar, no registration exists until those data are searchable using the appropriate search criterion.
