1-أهمية الدراسة
تظهر أهمية هذه الدراسة في مجوعة النقاط التالية:
- أنها تستمد أهميتها من أهمية المشكلة التي تتصدى لدراستها، وهي العلاقة بين إدارة الموارد البشرية والتميز الإداري، وهذان المتغيران لهما أهمية قصوى في تحقيق تنافسية المنظمة في عصر العولمة.
- ندرة الدراسات في هذا الموضوع، الأمر الذي يحتم ضرورة إجراء المزيد من الدراسات.
- ضرورة التوجه العالمي لتنظيم وتفعيل دور إدارة الموارد البشرية للارتقاء بالأداء البشري لما له من أهمية قصوى في معادلة الإنتاجية والمنافسة في عصر العولمة.
- وأيضاً التنافس القوي بين المنظمات لجذب عملاء جدد والاحتفاظ بالعميل وإشباع رغباته وحاجاته الأمر الذي يصعب تحقيقه دون وجود التميز الإداري.
2-أسلوب الدراسة
قام الباحث بإجراء دراسات ميدانية على عينة مكونة من (411) فرداً تحمل كافة خصائص عينة الدراسة الميدانية، وذلك للتأكد من صلاحية الأدوات (استقصاء دور إدارة الموارد البشرية – استقصاء التميز الإداري)، جانب منها نظري والجانب الآخر ميداني، وهم كما يلي:
1- الدراسة النظرية:
قام الباحث بالرجوع إلى ما كتب في الموضوع من الكتب أو المراجع العربية والأجنبية، كما قام باستعراض الدراسات السابقة في موضوع البحث، وتوصل إلى إن إدارة التميز هي "القدرة على توفيق وتنسيق عناصر المنظمة وتشغيلها في تكامل وترابط، لتحقيق أعلى معدلات التفاعلية والوصول بذلك إلى مستوى المخرجات الذي يحقق رغبات ومنافع وتوقعات أصحاب الأعمال المرتبطين بالمنظمة"، وعرفت على أنها "محصلة لتطبيق مجموعة من المعايير التي تمكن المنظمة من التوصل إلى نتائج تنافسية غير مسبوقة تزيد من الحصة السوقية وتساهم في زيادة الربحية"، وكذلك أنها "الجهود التنظيمية المخططة التي تهدف إلى تحقيق التحسينات المستمرة والتميز والاستجابة للقوى الداعمة للتميز" وعرفها الزايد على أنها "تلك الجهود التنظيمية المخططة التي تهدف إلى تحقيق الميزات التنافسية الدائمة للمنظمة"، وتم تعريفها كذلك بأنها هي "تلك الممارسة المتأصلة في إدارة المنظمة وتحقيق النتائج، التي ترتكز على مجموعة من المعايير الجوهرية".
ومن خلال ما سبق من تعريفات لإدارة التميز يمكن القول أن إدارة التميز هي تطبيق المنظمة لمجموعة من الممكنات التي تدعم تحقيق النتائج المرغوبة وفق أهدافها وبما يضمن لها التميز في بيئة العمل.
2- الدراسات الميدانية:
قام الباحث بدراسة استطلاعية ميدانية مبدئية، وذلك للوقوف على المشكلات التي تؤثر على عملية التميز الإداري، وكذلك تكوين فكرة مبدئية عن الظواهر مشكلة الدراسة وذلك عن طريق عقد مقابلات شخصية مع بعض العاملين في بعض شركات البترول (شركة السويس لتصنيع البترول – الشركة العامة للبترول – شركة مصر للبترول) في المستويات التنظيمية الإدارية المختلفة، وعمل حوار مفتوح للتعرف على العوامل المؤثرة على عملية التميز الإداري في هذه الشركات.
