Scope and Structure of the RegistryThe international registry envisaged here would be one of generalapplication. That is to say, it would apply to all movables — tangible andintangible — covered by an adopting State’s domestic secured transactionslaw. However, a State could elect to carve out from the registry’s scope thetypes of movables subject to a specialized registry under the law of thatState, such as aircraft, ships, railway rolling stock, motor vehicles, orintellectual property. This reflects the fundamental principle that theinternational registry would constitute the domestic secured transactionsregistry for each adopting State. Of course in the case of a ContractingState subject to the Cape Town Convention, the international registry ofgeneral application would not cover objects, associated rights, or proceedscovered by that convention.
