أهم النقاط التي تواجه سير عمل الرعا

أهم النقاط التي تواجه سير عمل الرعاية الصحية للسجناء في اليمن تتلخص في التالي:
1) هناك نقصا كبير في الكادر الصحي من الأطباء والمساعدين والموارد الطبية للسجون.
2) عدم الاستعداد لتوفير أموال كافية للحفاظ على المهنيين الصحيين المؤهلين.
3) عدم الاستعداد لتوظيف كادر من الاطباء والمهنيين صحيا للعمل في السجون.
4) عدم مساواة الكادر الطبي العامل في السجون بأقل امستوى لما يتقاضاه الكادر العامل في المستشفيات التابعة للدولة او الداخلية.
5) عدم وجود أي ميزانية تشغيلية للرعاية الصحية للسجناء والسجون اليمنية بل ما خصص تحت مسمى مقابل العلاج .
6) عدم منح الكادر الطبي العامل في مصلحة السجون اليمنية أستحقاقاتهم القانونية أسوة بزملائهم العاملين في مستشفيات الشرطة بالمحافظات والتي لا تزال عالقة حتى زمن كتابة ذلك ويعلم الله إلى أي حين سوف تستمر .
7) ازدواجية الجهة المعنية وتدخلها في شؤون الرعاية الصحية للسجناء.
8) عدم وجود ادارة مختصة معنية بالرعاية الصحية للسجناء والسجون في اليمن. وغياب ذلك في أي قانون سابق للسجون.
9) غياب الرعاية الصحية للسجناء والسجون في جميع القوانين و الأنظمة واللوائح الخاصة بالوزارة المعنية بالدرجة الرئيسية بصحة المجتمع والمتمثلة بوزارة الصحة العامة والسكان اليمنية.



لم يتم تنفيذ الكثير من التعليمات وما جاء في قانون السجون اليمني القديم أو الحديث أقصد بالحديث القانون رقم 48 الصادر في عام 1999م والذي للأسف الشديد أنه جاء ليلغي كما سبقه التعديل السابق للقانون من قبل , حيث الغيت الكثير من المهام والأختصاصات وكل ذلك جاء على حساب الرعاية الصحية للسجن اليمني,

الأكثر فضاعة من ذلك أن وزارة الصحة العامة ولا أستثني هنا وزارة الداخلية فكل من الوزارتين مسؤولة على هذا الجانب وتقاعس واضح من قبل اللجنة العليا لرعاية السجناء وذلك لما يتعلق باصدار لجنة مختصة تقوم باعداد وتفعيل العمل بالرعاية الصحية في السجون.

وزارة الصحة تتهرب من الأمر و تكتفي بمنح السجون ببعض الأدوية بين الحين والأخر وكل ما تم طلبها والتي لا تفي بالغرض ,
كررها أكثر من مسؤولي لي [انهم ليس مسؤولين عن السجون.

كان أن صرح بل جاهر بالأمر صاحب المعالي الأخ وزير الصحة والسكان في تاريخ 2014م في مؤتمر الأخلاقيات الطبية للعاملين بالرعاية الصحية في السجون اليمنية المنعقد بصنعاء في قاعة فندق البستان. والمنظم والممول من قبل اللجة الدولية للصليب الأحمر .

حيث قال أمام الجميع بأنه على وزارة الداخلية أن تعطيهم ميزانية الدواء (المخصص من المالية والذي أشرت إليه أثناء حوارنا معه وقتها [وبانه مبلغ ثلاثين مليون ريال هو المخصص لعلاج السجناء في السنة كاملة.. ) , موازنة الرعاية الصحية و الأجهزة الموجودة في مستشفى الشرطة وأنه على أستعداد لتغطية احتياج السجون والسجناء واستقبال أي حالات مرضية أخرى, متناسين أنه قانونا أن السجين وكل مواطن يمني يحق له العلاج في المستشفيات العامة في كل الجمهورية وأن هناك حالات عديدة ترفض استقبالها من السجون في عدة محافظات , كان أشتد الحوار بيننا أما الجميع لدرجة أنه تلفظ وقتها و قال تحدث بلباقة وهل ستشارعني فرددت عليه نعم سوف أشارعك فأنا أمثل حق ألاف السجناء والمرضى بكل الجمهورية..

ماذا أنجز من قبل الخدمات الطبية بمصلحة السجون خلال عامين ونيف وما الذي تم عمله لأجل تحسين الرعاية الصحية للسجناء وما هي المدلولات التي تؤيد ذلك
